THE managing director of Chatworth Homes - the developer behind the North Bristol Baths regeneration - says that the council has "blown matters out of proportion".
The council announced at the end of January that they had concerns about the quality of work being done to the Gloucester Road development, which is to encompass a community health centre, pharmacy and hydrotherapy suite, alongside new housing and the Bishopston Library.
Capita was appointed to review the work being done by Chatsworth Homes, which started in October 2012.
But Kevin Batt, managing director of the developer, says that the 15-week delay has been a result of "internal politics" within the council.
He said: "The timetable until the end of last year was going reasonably well, and the regular monthly reports submitted to the council on progress and costs were accepted without any adverse comment.
"All of the work done up [until January] had been certified by both the project architect and the independent cost monitoring surveyor.
"Having recently received the project reports from Capita, we’re pleased that - as has always been our view - there are no concerns of a structural or major nature.
"Although there have been some contractor co-ordination matters and one perceived safety issue, these are no more than one would reasonably expect in a project of this size and complexity.
Mr Batt added: "Chatsworth Homes has therefore taken legal advice to ensure that the most appropriate action is taken and, as a result of which, discussions with council are now on-going with a view to bringing this project to completion.
"In this regard, we can see no reason why Chatsworth Homes should not be back on-site very shortly."
A council spokesman said: “We have to make sure that we get a high quality development and at the moment there are several concerns. We are very grateful for the patience of everyone affected and we will make sure that, one way or another, the project is completed to a high standard and as soon reasonably possible.”
